As indicated in the terms of reference (Annex 1), this study aims to enable Cameroon and the EU to redevelop, in light of the National Development Strategy 2020-2030 and the new European Regulation on Deforestation (ERD), a common vision for their VPA and how it might potentially be supplemented, amended, or redirected considering the changes and developments that have occurred since the signing of the agreement in 2011.
