Central Administration

Organization

The Central Administration includes:

the General Secretariat
The General Secretariat is placed under the authority of a Secretary General, the main collaborator of the Minister, who follows the instruction affairs of the Department and receives the necessary signing delegations from the Minister. As such:
  • he coordinates the action of the services of the Central Administration and the decentralized services of the Ministry and for this purpose holds coordination meetings, the minutes of which he sends to the Minister;
  • it defines and codifies the internal procedures of the Ministry;
  • it ensures the permanent training of the personnel and organizes, under the authority of the Minister, seminars and refresher, further training or specialization courses;
  • he follows, under the authority of the Minister, the action of the attached services whose program he approves action and receives activity reports;
  • he ensures the speed in the processing of files, centralizes the archives and manages the documentation of the Ministry.

If the Secretary General is absent or unable to act, the Minister appoints a Director to deputize.

The following are attached to the General Secretariat:

  1. The Cooperation and Programming Division;
  2. The Monitoring Unit;
  3. The Communication Unit;
  4. The Legal Unit;
  5. The IT Unit;
  6. The Translation Unit;
  7. The Teaching Unit;
  8. The Reception, Mail and Liaison Sub-Directorate;
  9. The Documentation and Archives Service.
Forests
Placed under the authority of a Director, Les Forêts is responsible for:
  • the development and implementation of government forest policy;
  • socio-economic and technical studies in the field of forests;
  • planning and mobilizing wood and non-wood resources;
  • determining the permanent forest estate;
  • design, implementation monitoring, technical control and evaluation of inventory and development programs;
  • the issuance of logging licenses and titles;
  • the development and monitoring of the implementation of forestry action plans;
  • continuous monitoring of plant cover and the fight against deforestation;
  • the definition of research axes in the field of forests, in conjunction with the competent ministries;
  • the preparation and monitoring of the implementation of projects relating to forest conservation;
  • the preparation and updating of the forest map;
  • the implementation of policies relating to community forestry;
  • monitoring the development of community forests;
  • the development and monitoring of the implementation of regeneration, reforestation and forestry extension programs.

It includes:

  1. the Sub-Directorate of Approvals and Forestry Taxation;
  2. the Sub-Directorate of Forest Inventories and Development;
  3. the Sub-Directorate of Community Forests;
  4. the Regeneration, Reforestation and Forestry Extension Monitoring Unit.
the Department of Promotion and Transformation of Forest Products
Placed under the authority of a Director, the Directorate of Promotion and Transformation of Forest Products is responsible for:
  • the development, implementation and monitoring of the execution of the Government's policy on commercialization and industrialization of wood and non-wood forest products, in conjunction with the competent administrations;
  • developing, popularizing and monitoring the application of standards for processing wood and non-wood forest products;
  • the promotion of modern techniques for processing wood and non-wood products, as well as the development of a chain of specialized economic operators;
  • monitoring the internal and external markets for timber and non-timber forest products, as well as providing information to economic operators on the outlook for the world market for timber and non-timber forest products;
  • centralization of statistics relating to the processing and export of timber and non-timber forest products, in conjunction with Les Forêts;
  • the organization and monitoring of the internal timber market;
  • monitoring the operation of the Wood Promotion Center provided for in Article 81 below;
  • organization and participation in fairs relating to forest products.

It includes:

  1. the Sub-Directorate of Wood Promotion;
  2. the Sub-Directorate of Wood Processing;
  3. the Sub-Directorate for the Promotion and Transformation of Non-Wood Forest Products.
the Wildlife Department
Placed under the authority of a Director, the Wildlife Department is responsible for:
  • the development and implementation of the Government's wildlife policy;
  • socio-economic and technical studies in the field of fauna;
  • inventory, development, management and protection of wildlife species;
  • the development of inventory and management standards for wildlife;
  • technical control, monitoring of the execution and acceptance of inventory and development programs in the field of fauna;
  • the issuance of approvals and permits for the exploitation of wildlife resources;
  • continuous monitoring of wildlife heritage;
  • the creation and management of hunting areas, game ranches and village hunting areas;
  • the study of customs and dynamics of animal populations of hunting, scientific and tourist interest;
  • the definition of research axes in the field of fauna, in conjunction with the competent administrations and technical bodies;
  • monitoring regional and international conventions on wildlife and hunting;
  • liaison with international and national bodies responsible for wildlife conservation;
  • monitoring staff development and retraining, in conjunction with the General Affairs Department.

It includes :

  1. the Wildlife Conservation Sub-Directorate;
  2. the Sub-Directorate for the Promotion and Exploitation of Wildlife.
the General Affairs Department
Placed under the authority of a Director, the General Affairs Department is responsible for:
  • the implementation of the Department's human resources management policy;
  • the application of the Government's policy on the training of personnel serving in the Ministry;
  • coordinating the development of the training plan for internal staff;
  • management of workstations;
  • monitoring the improvement of working conditions;
  • forecast management of staff, in conjunction with the Ministry responsible for the public service;
  • pension management;
  • the preparation of administrative acts for the management of internal staff;
  • the preparation of staff assignment measures within the Ministry;
  • examining the disciplinary files of internal staff;
  • the application of legislative and regulatory texts relating to the personnel costs of the Ministry;
  • the preparation of pay items and pay accessories for personnel in service at the Ministry;
  • updating the internal personnel file;
  • monitoring the operation of computer applications for integrated management of State personnel and pay;
  • the preparation, execution and control of the budget of the Ministry;
  • management and maintenance of movable and immovable property of the Ministry.

It includes:

  1. the SIGIPES Project Management Unit;
  2. the Sub-Directorate of Personnel, Pay and Pensions;
  3. the Budget, Equipment and Maintenance Sub-Directorate.
